Redraw frame for custom shader?

I've got my custom 360 video shader working with a Win2D effect.

What I can not figure out is how to get the frame to update.
I've got code that changes the matrix transformation inside the shader but I can only see the shader change the video if I frame step.

How do I get the current ProcessVideoFrameContext so I can call ProcessFrame in my IBasicVideoEffect?
If I can will this even work?
